he is! TV Face is the main guy that chases P.B. around but Chef is the one behind it all.

He makes food-related TV, so of course he’d want an old TV star like PizzaBoy to come out of hiding - both to laugh at as well as try and get him back into the limelight. So he would decide to kill two birds with one stone, and steal the Toppins for extra ingredients, as well as a motivator to get P.B. to enter the tower in the first place.
